The Assessor-Recorder-County Clerk (ARC) is recruiting Appraiser II Trainees who serve under training conditions and close supervision while acquiring the knowledge and skills needed to qualify for promotion to Appraiser II. Trainees analyze building costs, depreciation, yield rates, occupancy rates, expense ratios, real property sales and income data to determine a property’s income flows and capitalized earning ability. They use income, market, and/or cost approaches, reconcile approaches as necessary, and arrive at a final value judgment. Conditions of Employment Promotion : Eligible for promotion to Appraiser II (up to $99,694 annually) upon meeting minimum requirements and obtaining a valid permanent Appraiser’s Certificate within one year and a satisfactory performance evaluation. Incumbents must promote within 24 months or be terminated. Travel : A valid California Class C driver’s license is required for essential job functions. Mileage reimbursement and proof of automobile liability insurance must be maintained. Offices are located as listed above. Eligibility Requirements – One of the Following Options Option 1 : Possession of a permanent State Office of Real Estate Appraisers Certified General License or equivalent state agency certificate AND one year of journey‑level experience appraising single residential, moderate‑sized multiple‑unit residential, and commercial properties in federally related transactions. Experience must have been obtained within the last ten years. Option 2 : Possession of an Appraiser’s Certificate issued by the California State Board of Equalization or a similar government agency for property tax assessment purposes AND one year of journey‑level experience appraising single residential, moderate‑sized multiple‑unit residential, and small commercial properties for tax assessment within a state or local Assessor’s office. Experience must have been obtained within the last ten years. Certificate Eligibility – Additional Qualifications Education : Completed/bachelor’s degree. Education and/or Experience (four years total, experience within last ten years): Licensed real property appraiser (BREA Residential or higher), building cost estimator, accountant, or engineer. California real estate licensee engaged in buying, selling, or leasing real estate. Appraiser Aide/Technician or higher in a county or state office performing valuations for assessment purposes, or California State Board of Equalization. Employee of an Assessor’s office (other than Appraiser Aide/Technician or higher) or property tax department of the California State Board of Equalization, limited to 32 months toward the four‑year requirement. Foreign degrees must be accompanied by an evaluation report from a reputable credential evaluation service. Ideal Candidate A Bachelor’s Degree in Business Administration, Finance, Economics, or Real Estate; a Permanent Appraiser’s Certificate issued by the State Board of Equalization; and three years of journey‑level appraiser experience in a California County Assessor’s office.
