Civil Engineer (PE Required or In Process) – Land Planning & Site Plan Specialist with Planning Board Testimony Experience

Jarmel Kizel Architects and Engineers, Inc. is an award-winning, full-service architectural and engineering firm located in Livingston, NJ. We are currently seeking a highly skilled and licensed Civil Engineer to join our growing Civil Engineering Department. This is an excellent opportunity for a driven professional with at least 7 years of civil/site experience and a valid New Jersey PE license, who has demonstrated success in planning and zoning board testimony.
Position Summary:
The ideal candidate will have hands-on experience in site layout, grading, stormwater management, and utility design, and must have direct experience providing expert testimony before municipal boards. You will work alongside the Civil Engineering Director and coordinate with architectural project managers on a wide range of land development and site plan projects.
Key Responsibilities:
* Prepare and manage civil engineering design for land development (site plans/subdivisions)
* Provide expert testimony before planning and zoning boards
* Develop grading, drainage, and utility plans
* Perform stormwater management design using Hydroflow or HydroCAD
* Prepare erosion and sediment control plans
* Review and interpret NJDEP and municipal zoning regulations
* Coordinate with project architects and outside consultants
* Support bidding and construction phases with technical oversight
Required Qualifications:
* Bachelor’s Degree in Civil Engineering (BSCE)
* *Licensed Professional Engineer (P.E.) in New Jersey – REQUIRED Or In Progress*
* *Minimum 7 years of relevant civil/site engineering experience*
* *Planning/Zoning Board testimony experience – REQUIRED*
* Proficiency in AutoCAD, Civil 3D, Hydroflow or HydroCAD
* Strong working knowledge of Microsoft Word, Excel, and PowerPoint
* Experience designing site layout, grading, utilities, and drainage
* Knowledge of soil erosion and sediment control design
* Familiarity with NYC permitting processes is a plus
Compensation & Benefits:
Salary: $70,000 – $130,000 per year (commensurate with experience)
